Sr Manager, Capital & Project Controls

Leads the Capital and Project Controls team responsible for the development and deployment of project control processes, methodologies, systems and tools to improve management and execution of projects throughout Tesoro Logistics’ Pipeline and Terminal system. Works closely with regional leaders to develop and maintain project schedules, forecast capital and expense project/program costs, manages the project accrual process and manages funding and approval process.


  1. Leads a team with the overall responsibility of working with respective regions across the Logistics footprint to develop and deploy standardized project control processes, systems and tools to improve project planning and execution to achieve accuracy in cost estimating, forecasts, schedules and reporting. Clearly identifies any changes or differences, providing accurate and concise reconciliations and options.
  2. Oversees staffing and development of the Capital & Project Controls team, makes requests to upper management for allocation of resources when needed to meet program requirements and deadlines.
  3. Develops and maintains an integrated master schedule, and integrated cost forecast, for all projects and programs (expense & capital) for annual budgeted work-set and 5-year plan. Manages the risk evaluations and Risk Ranking process for the work-sets.
  4. Prepares monthly cost forecast for Non-Recurring Expense and Capital projects. Collaborates with project managers to understand progress and spend curves. Collaborates with procurement to obtain monthly statement of accounts from vendors to feed forecast and accrual process.
  5. Oversees input of capital forecast into the Tesoro Capital Management System. Interfaces with multiple groups to ensure capital forecast is accurately reported in monthly and quarterly deliverables.
  6. Facilitates the preparation and tracking of funding documents. Ensures proper documentation and approvals are achieved.
  7. Interfaces with Information Technology and corporate finance/accounting to ensure proper capture of cost data from enterprise accounting system and integration into project controls reports.
  8. Collaborates with the regional engineering directors and project/program teams to facilitate integrated planning sessions ensuring project team collaboration achieves an agreed Project Execution Plan (PEP) with detailed schedule and appropriate WBS (work breakdown structure)..
  9. Provides Project/Program schedule and cost assurance by reviewing scopes, cost estimates and schedules to ensure feasibility and completeness. Facilitates the setting of business objectives and priorities by defining the key drivers for specific projects/programs and establishes the priorities (schedule-driven, budget-driven, etc…)



  • Bachelor’s degree in engineering or relevant technical discipline required.


  • Minimum of 10 years broad Project Controls experience working with Capital Projects in related industry
  • Previous leadership experience preferred.
  • Experience planning and scheduling in Primavera or similar system required.
  • Experience with Capital Projects in pipeline or terminal related industry preferred.
  • Experience with pipeline and terminal project estimation preferred.
  • Knowledge of relational databases, business planning modules and SAP preferred.
