The Lead Stakeholder Engagement Program Manager is a key member of Tesoro’s Policy and Stakeholder Engagement Strategy team within the Corporate Affairs function. The Program Manager works collaboratively across the organization to drive development, implementation and institutionalization of programs and strategies in support of the Company’s stakeholder engagement and Shared Value.


  • Develops and manages select programs to ensure successful execution, continuous improvement and demonstrated results. Coordinates program budgets.
  • Collaborates in the development and implementation of external stakeholder engagement strategies and programs with key internal partners to advance consistency, quality and reach of our stakeholder engagement efforts and results.
  • Collaborates with Corporate Communications to create and manage effective messages and communications content and channels in support of stakeholder engagement and business objectives.
  • Supports implementation of knowledge sharing and capacity building plans including best practices sharing forums, working groups and networks, and outreach to the business.
  • Develops and rolls out functional excellence tools and resources and rolls out guidance to advance continuous improvement.
  • Actively participates in, and in some cases leads, working groups in support of stakeholder engagement strategies and implementation.
  • Researches best practices and thought leadership, and conducts benchmarking to inform plans and activities.
  • Evaluates inquiries, requests and proposals and makes recommendations.
  • Analyzes and manages results reporting and rolls up input from various functions and the business. Makes appropriate recommendations based on analysis.


  • Minimum Bachelor’s degree in business, communications, public affairs, policy, engineering, social sciences, or related field required.
  • Minimum 6 years of experience in community relations/social responsibility, employee engagement, public affairs, communications, marketing, business management or operations.
