SUMMARY

Manages the coordination of key regulatory elements of the company’s Pipeline Integrity Management program in accordance with federal and state regulations. In consultation with operations and engineering, provides facilitation, coordination implementation, review and revision of the company’s pipeline integrity management program, to ensure that all aspects of the design, operation, inspection, data collection and documentation are conducted in compliance with all applicable state and federal regulations; and within the risk profile of the company

KEY RESPONSIBILITIES

  • Manages the review and revision of Tesoro’s written integrity management program.
  • Develops, implements, and maintains a process for identifying pipeline segments which could affect a high consequence area. Facilitates Risk Modeling and Analysis.
  • Maintains and updates the baseline assessment plan for the company’s pipeline integrity management program. Ensures all Baseline Assessments are completed.
  • Coordinates with operations and engineering to gather, integrate, document, analyze, and communicate all available information about the integrity of the pipeline and the consequences of failure.
  • Develops, implements, and coordinates the process for identifying preventative and mitigative (P&M) measures to protect high consequence areas, and track their progress to completion.
  • Maintains documentation supporting the decisions and analyses, including any modifications, justifications, variances, deviations and determinations made, and actions taken, to implement and evaluate each element of the integrity management program.
  • Develops, implements, and maintains a process for using meaningful metrics to evaluate the effectiveness of the company’s pipeline integrity management program. Defines work processes and procedures for IMP implementation, maintenance and compliance. Conducts routine checks to ensure IMP process and procedures are followed and implemented properly, identifies deficiencies; and plans and implements corrective measures to prevent reoccurrence.
  • Assists in the review of documentation to ensure records are complete, traceable, and verifiable to justify pipeline maximum operating pressures.
  • Conducts internal audits of integrity-related systems for all DOT and non-DOT regulated pipelines, tanks and facilities and assures compliance relative to all regulations. Manages, organizes, plans, leads, participates and facilitates the preparation and response to all internal & external audits, agency inquiries and information requests.
  • Plans, assembles documentation, and facilitates reporting to agencies, including all Annual Reports.

REQUIREMENTS

EDUCATION and travel

  • Minimum undergraduate degree in engineering, physical or natural science, or other related technical discipline required.

Experience

  • Minimum 10 years of experience in the pipeline, petroleum, or consulting industries focusing on the area of pipeline regulatory compliance and/or pipeline integrity management programs required.
  • Complete understanding and working knowledge of State and Federal regulations relative to pipelines, tanks, trucking terminals, rail terminals and marine terminals, including CFR 192, CFR195
  • Understanding and working knowledge of Industry management and inspection standards, including API 1160, ASME B31.8, API 570, API 653 and API 2611.
  • Understanding of Geographic Information Systems (GIS), Alignment Sheets and Risk Modeling.
