Provide process safety management (PSM) compliance support for California refinery with risk management plans (RMP), California Accidental Release Program (CalARP), Industrial Safety Ordinance (ISO) regulations and associated compliance plan submittals. Prepares written report submittals to agencies as designated. Assists with administration of PSM-related programs. Interfaces with regulatory agencies. Assists with managing audits and tracking of recommendations. Provides guidance and expertise to ensure refinery PSM/RMP/ISO safety programs meet or exceed regulatory requirements.


1.Provides PSM compliance support with RMP, CalARP and ISO regulations. Prepares and submits timely and substantively complete compliance plan submittals and annual updates for hazardous materials business plan.

2.May be designated as liaison to regulatory agencies such as Contra Costa Health Services and Environmental Protection Agency (EPA).

3.Administers assigned PSM programs. Provides investigative support when needed, including root cause analysis. Stewards open corrective action items to closure. Performs Management of Organizational Change studies (MOOC) as assigned. Assists with designated safety reviews of Management of Change (MOCs) or facility siting reviews.

4.Manages open audit recommendations.

5.Provides guidance and expertise to ensure refinery PSM/RMP/ISO safety programs meet or exceed regulatory requirements. Serves as resource for internal stakeholders on interpretation of existing process safety regulatory requirements. Provides in-depth analysis and insightful input during development of site/facility compliance strategy.

6.Assists with implementation of Human Factors Program to reduce risk of human error in process safety.

7.Actively participates in PSM Coordinator Network and designated external network meetings.

8.May act as project manager or project team members on special projects as assigned.

9.Participates as active member of refinery emergency response team (ERT) and spill management team.

10. Must possess strong communications skills, both written and verbal. Must possess good interpersonal skills and ability to communicate at all levels of the organization



Minimum High School diploma or equivalent required.

Strongly Preferred candidate will have bachelor’s degree in science or engineering


Minimum of 10 years’ mid-stream or downstream operations experience or undergraduate engineering degree and minimum of 3-5 years years mid-stream or downstream energy experience.
