SUMMARY

Serves as primary liaison between site and Major Projects’ engineering and construction team through all project phases. Identifies and communicates site requirements. Develops commissioning and startup execution plans. Leads transition to full commercial operations with support from project team.

KEY RESPONSIBILITIES

  1. As member of project team, utilizes assessment tools to measure project status against identified criteria and evaluate readiness for stage gate approval. Communicates project status and threats to relevant site leadership members based on area of responsibility. Provides input into scope of change process.
  2. Collaborates with site leadership on resource allocation to ensure active participation and support of refinery departments during all project phases. Identifies and secures resources to support facility startup and operating plan.
  3. Coordinates appropriate and adequate site involvement in FEL (front-end loading) activities. Ensures site-unique requirements such as blast studies, electrical area classifications, fire response needs and local jurisdictional building approvals are addressed in project design. Monitors schedules to ensure site’s timely input into FEL reviews. Participates as member of site team in inspection visits.
  4. Actively monitors field construction progress to identify potential Pre Startup Safety Review (PSSR) concerns and escalates issues to ensure appropriate and prompt actions taken. Leads multi-disciplinary team in development, review and timely delivery of planning documents such as, but not limited to: commissioning plan, isolation plan for field tie-ins, permitting plan.
  5. In commissioning and start-up phase, leads transition to full unit operations. Ensures startup plan is comprehensive and meets commercial, safety and environmental objectives. Works with Operations to develop contingency plans for turnover, care, custody and controls activities.
  6. Provides training support. Designs training plans. Develops learning materials ensuring content is consistent with established standards, processes, protocols and procedures. Provides input into technical documents such as operational practices and manuals. Creates job aids such as checklists, decision aids, diagrams, flowcharts.
  7. Champions process and personal safety in all project phases. Stewards review and completion of process safety and occupational safety action items.

REQUIREMENTS

EDUCATION

  • Minimum high school diploma or GED required.

Experience

  • Minimum 10 years capital projects, turnarounds or construction experience in refining, petrochemical or related industries required.

  • Knowledge of industry codes and standards applicable to major capital projects.
  • Able to interpret technical drawings and schematics.
  • Demonstrated ability to proactively solve problems.
