SUMMARY

Assures that company resources are directed and utilized safely and effectively in the equipment condition assessment and inspection functions within the refinery. The incumbent is a refinery specialist for inspection to ensure that equipment maintenance and inspection activities are conducted in full compliance with established laws, codes, standards and procedures.

KEY RESPONSIBILITIES

  1. With the assistance of the Refinery Inspection Manager, and in collaboration with Engineering, develops and maintains comprehensive written Inspection department procedures, guidelines, and work instructions. Provides oversight of the facility QA manual to ensure effective utilization and compliance.
  2. Mentors and develops a staff of properly certified and trained API inspectors and administrative support.
  3. Ensures effective use of Risk-Based Mechanical Integrity (RBMI) through advice and guidance for RBI-based inspection programming for fixed equipment and Pressure Safety Valves (PSVs).
  4. Assures facility compliance with refining standards, jurisdictional regulations and codes required for the inspection and repair of pressure vessels, piping, and other pressure containing equipment. Advocates and facilitates adoption of industry best practices.
  5. Ensures document control systems (i.e. inspection files, inspection library etc.) are in place, are appropriately comprehensive, accurate and well-maintained.
  6. Prepares and monitors inspection department Key Performance Indicator (KPI) reports and ensures department compliance to established targets. Conducts assurance program by auditing site’s work in areas such as, but not limited to: non-destructive examination (NDE), visual inspection, data input into RBMI, PMI, welding and heat treatment. Ensures compliance with established standards. Identifies gaps, reporting findings and recommendations to management. Leads gap closure effort.
  7. Provides support for unit shutdowns and turnarounds through work scope development. Minimizes non-budgeted, unplanned equipment repairs identified during turnarounds by promoting thorough and well-planned, on-stream inspections prior to turnaround.
  8. Understands and regularly reviews and monitors critical process variables that affect equipment reliability. With the assistance of the Refinery Inspection Manager and other technical resources, directs inspection activities to areas of the refinery based on changing operating conditions.

REQUIREMENTS

EDUCATION

  • Minimum high school diploma or equivalent required.
  • API certifications 510, 570 and 653 required.
  • CWI certification preferred.

EXPERIENCE

  • Minimum 15 years’ experience in refinery or chemical, working with plant fixed equipment mechanical integrity programs required.
  • Knowledgeable with Sections I, VIII and IX of the ASME Boiler and Pressure Vessel Codes and API Inspection Codes 510, 570 and 653 required.

SPECIAL SKILLS

  • Knowledgeable in damage mechanisms that affect refinery equipment including fundamentals of corrosion, basic forms of corrosion, and methods of inspection for detection.
  • Ability to communicate effectively with key refinery and network stakeholders.
  • Experience working with RBI inspection programs.
