SUMMARY

Provides electrical, instrumentation, and controls engineering support operations of Tesoro’s High Plains Pipeline and gathering systems. Serves as the regional technical expert for electrical, instrumentation, and related systems in order to ensure reliable operation of pipelines and stations in the High Plains Pipeline System.

KEY RESPONSIBILITIES

  1. Supports controls systems modernization projects and capital projects through involvement in control system specifications, hardware and software design, testing, commissioning, training, and documentation. Provides support through all phases of capital and expense projects. Participates in technical reviews to ensure detailed electrical engineering meets design specifications, codes and engineering standards. Assists team in Project Execution stage in completion of detailed design, construction and installation of facilities and equipment. (30%)
  1. Provides electrical and instrumentation engineering support to capital project team and regional personnel. May serve as project engineer on instrumentation and electrical projects overseeing field execution. Provides specifications and installation guidelines for instrumentation and electrical devices and systems ensuring compliance with established engineering standards. Performs primary and end element sizing, selection, and specification of field devices. Provides input into P&ID (piping and instrumentation diagrams) to reflect field changes. Conducts technical reviews of vendor/contractor instrumentation design to ensure compliance with project specifications and applicable standards and codes. Provides input into work scope development. Prepares cost and resource estimates. Evaluates bids. Performs cost/benefits analysis for technical solutions. Provides technical specifications to Procurement for sourcing/requisition activities. (30%)
  1. Provides electrical engineering technical support to regional departments. Troubleshoots and resolves instrumentation and electrical-related issues. Assists in design of high and low voltage electrical systems. Monitors electrical power distribution system. Maintains baseline appraisals of electrical capacity, identifying load flows, problem areas and areas of excess capacity. Monitors critical equipment analysis to identify reliability improvement opportunities. Works with electricians and E&I technicians. Collaborates with Maintenance on assessment, design and implementation of preventive and predictive maintenance programs and reliability improvement programs for instrumentation. Supervises loop checks prior to commissioning. Reviews procedure manuals for technical adequacy. (10%)
  1. Mentors instrumentation and electrical technicians in technologies and work practices. Provides instrumentation training to regional personnel. Documents and maintains reliability databases for instrumentation and electrical assets. (10%)
  1. Provides engineering support for investigations on adverse incidents involving electrical system disturbances and electrical equipment failures. Ensures regional compliance with Process Safety Management and Management of Change (MOC). (10%)
  1. Works extended hours, including nights and weekends, in process operations environment and during periods of inclement weather. Accesses areas requiring use of stairs and/or ladders to inspect critical process and mechanical equipment. Responds to upset conditions during off-hours. (10%)

REQUIREMENTS

EDUCATION

· Minimum undergraduate degree in electrical or instrumentation engineering and/or 12 verifiable years of industry experience and an associate’s degree in electrical or instrumentation

EXPERIENCE

· Minimum 5 years electrical/instrument engineering experience in refining industry.
